Articulation of the subnational government and the university with the development of MSMEs in the province of San Martín

The study was based on the relevance of associativity as a mechanism to strengthen the business development of micro and small enterprises (MSEs) in contexts where institutional coordination is limited. The objective was to determine the relationship between the associativity of the subnational government and the university with the development of MSEs in the province of San Martín during 2022. The research was applied, with a non-experimental design and correlational level, using a sample of 199 participants, including entrepreneurs and public officials. Structured surveys with Likert scales were administered, and the data were analyzed through descriptive statistics, normality tests, and Spearman’s Rho coefficient. The results showed that 79% exhibited a medium level of associativity, and 92% showed a moderate level of business development. Inferential analysis revealed a very weak and non-significant negative correlation (ρ = −0.053; p = 0.459), confirming the null hypothesis. It was concluded that the observed coordination, although present, did not generate direct effects on the development of MSEs without operational mechanisms capable of translating cooperation into concrete projects, resources, and productive integration.
